U.S. Navy Vice Admiral (ret.) Conrad Lautenbacher, Jr., is Undersecretary of Commerce for Oceans and Atmosphere and Administrator of the National Oceanic and Atmospheric Administration (NOAA), U.S. Department of Commerce.
He spearheaded and co-chaired the first Earth Observation Summit in July 2003. At the Second Earth Observation Summit, held in April 2004, 47 nations formalized plans to build and operate a global Earth observing system. In February 2005, more than 50 nations met for the third summit and agreed to a 10-year implementation plan for GEOSS (Global Earth Observation System of Systems), which will provide early warnings on natural disasters as well as global climate information. He also has headed U.S. delegations to the World Meteorological Organization and Intergovernmental Oceanographic Commission and the 2002 World Summit on Sustainable Development, among others.
A 1964 graduate of the U.S. Naval Academy, Dr. Lautenbacher earned master’s and doctoral degrees in applied mathematics from Harvard University.
