Before a proposal may be submitted to the sponsor, the PI must obtain various approvals within the University.

Unit Approval

The transmittal form is a document internal to UGA. This form is required to accompany all proposals for sponsored projects. On this form, the Principal Investigator indicates the type of sponsored project being submitted and provides the information required for institutional routing and approval of the proposal prior to submission of the proposal to the sponsor. Proposal type determines what legal entity submits proposals and reserves awards. All research proposals are submitted by the University of Georgia Research Foundation (UGARF) and all other proposal types (ie., instruction, public service, or cooperative extension) are submitted by the University of Georgia.

Through his/her signature on the form, the PI and any Co-PIs make the Investigator Certifications which are detailed on the form. These include certification that the information provided is true and correct and of compliance with UGA’s Policy on Responsible Conduct in Research, UGA’s Conflict of Interest Policy, and UGA’s Intellectual Property Policy.

By signing the Transmittal Form, each investigator’s respective department head, director, and dean certify that adequate space, faculty time, and equipment are available to conduct the research proposed; the proposal is technically sound; the respective investigator is competent to carry out and assume responsibility for the proposed activities; the Facilities & Administrative (F&A) return allocation is acceptable; and cost share obligations are approved.

Franklin College of Arts & Sciences – Grant Proposal Commitments Checklist

If you are in a unit that is part of the Franklin College of Arts and Sciences, you must complete the “Franklin College of Arts & Sciences – Grant Proposal Commitments Checklist” in addition to the Transmittal Form.

This form documents approval of matching funds from Franklin College, reduction in teaching load, research time buyout and/or space needs. This completed form should go to the dean’s office for signature, along with the Transmittal Form and proposal. This form does not need to go to Sponsored Programs.

College of Agricultural and Environmental Sciences (CAES) form

The fourth page of the Transmittal Form is a CAES-specific form. Only CAES departments complete this form.

Institutional Approval

The Office for Sponsored Programs (OSP) reviews the proposal for conformance with University and sponsor requirements and endorses the proposal for submission to the sponsor.

OSP is the UGA unit legally authorized to approve proposals and negotiate awards on behalf of UGARF or UGA. OSP Representatives serve as Authorized Organizational Representatives (OARs) and each academic department, center, or other administrative unit at UGA has an assigned contact person in OSP.

In addition, limited authority to serve as an AOR but only for purposes of proposal review and approval has been delegated by OSP to the following personnel:

Approval for Limited Submissions

Any time a sponsor limits the number of proposals that can be submitted by an institution, the institution needs a method by which it selects those proposals that will be allowed to go forward under the competition. UGA's limited submission process for selecting those projects allowed to go forward is invoked whenever there are more interested PIs than proposal slots allowed by the sponsor.

If you are responding to a solicitation of Request for Porposal that limits the number of applications that may be submitted from one organization, please check the notices concerning limited submissions posted in the Research Newsletter at UGA, which is disseminated twice monthly via email to faculty and staff. Subscribe here. Any time you see that a proposal competition places a limit on the number of proposals UGA or UGARF can submit, immediately contact Lynda Abernathy at 706-542-5969 or abernath@uga.edu.

You will not be allowed to submit your proposal until Lynda Abernathy determines there is an available slot for your proposal or your pre-proposal was selected to move forward via the limited submission internal vetting process.
