Policies & Guidelines
As you begin your proposal development, you should keep the following points in mind:
Contact your OSP Representative early - There are likely to be many administrative and business issues that willl influence the organization of your sponsored project. Your OSP Representative will help you navigate through these issues and save you time.
- Eligibility to Submit Proposal - Not all UGA employees are eligible to submit proposals. The PI Eligibility Policy provides information on who can submit.
- Roles and Responsibilities - Different individuals and offices have responsibilities for different aspects of UGA's proposal/award processes. Familiarize yourself with your specific responsibilities by reviewing Restricted Projects: Roles and Responsibilities.
- Proposal Basics - The proposal should follow the sponsor guidelines governing format, budget, page restrictions and deadline. These requirements are usually found in the request for proposals (RFP) or via links within the RFP, though some sponsors do not specify a particular format. If you are not sure what instructions to follow, contact your OSP Representative for help.
At a minimum, all proposals for externally sponsored projects will have three elements:
- Transmittal Form
- Statement of Work
- Budget and Budget Justification
The Proposal Checklist is a tool developed by OSP that provides an easy reference for ensuring that the Proposal includes all of the necessary components. A Proposal Cover Sheet is provided (select from Research, Public Service, Instruction and Cooperative Extension on the form), as is a generic Budget Form, if the sponsor does not provide their own.
- Frequently Used Information - This link includes budgetary, compliance, and regulatory information required of proposal applications, such as F & A (indirect cost) rates, fringe benefit rates, DUNS numbers, EINs, Congressional District, etc.
